Mark Flinn
CEO
A graduate of Texas A&M University and a resident of San Antonio, Texas, Mark has been in the construction industry his entire professional career. Since 1999, he began to specialize in addressing construction risk management needs in Latin America and Caribbean countries, with a concentration in Mexico. Identifying the needs of fiduciary responsibility within the industry in Mexico, he founded SER Construction Consulting, Inc., dba SERProjects, in 2009.
Arq. Darío González
COO
A Tecnologico de Monterrey graduate in 1994, Dario has spent all his career working in construction in Mexico, in development companies, construction management companies and general contractors. Dario also has an executive MBA from EOI in Spain and was a certified PMP from 2005 to 2019. He has participated in industrial, commercial, and high-rise mixed-use developments, starting his career as an on-site supervisor and rising to construction director of the companies. His experience and knowledge of the construction
market in Mexico have led the team to excellent results for their clients, exceeding expectations and accomplishing goals in cost, schedule and quality on multiple projects throughout the country.
Arq. Francisco Rodríguez
CIO
A graduate from ITESM Campus Monterrey, Francisco has more than 25 years of experience in the construction industry. He has served as Director of Operations for more than 12 years, leading a team of highly qualified project managers to support achieving company operational goals. Francisco is dedicated to the management of construction projects with operations in Mexico and Latin America. Adept at capital monitoring and financial management, he has been responsible for managing projects up to $200 million. He has total mastery of PMI methodology and international construction project management standards.
Chuck Smith
Sr. Project Manager
Having worked in construction and construction management in the public and private arena since 1979, Chuck has completed commercial, institutional, healthcare, hospitality, multi-family, residential and industrial projects. His breadth of knowledge has been gained from a variety of roles, including carpenter, superintendent, project manager, investor’s consultant, and owner’s representative on projects with total investments of more than $1 billion for some of the largest real estate investors/developers in the United States. Having a sound understanding of how entire construction projects are assembled from “trees to keys,” he provides value on behalf of the owner anticipating or resolving problems before they have an impact on quality, cost and/or scheduling.
